FACULTY CONSTITUTION AND BY-LAWS
The faculty Constitution and By-Laws describes the organization of the faculty at Purdue University North Central and defines its operating procedures. These documents were written recognizing that Purdue University North Central is a part of the total Purdue University and governed by all regulations of the Board of Trustees, the President of the University and the University Senate in West Lafayette. New faculty should familiarize themselves with the Faculty Constitution and By-Laws. Copies are available in the offices of the Vice Chancellor for Academic Affairs, the Chancellor and in Section Offices.
FACULTY PROFESSIONAL DEVELOPMENT FUNDING
Faculty development funding requests, such as faculty travel to professional conferences and workshops, are evaluated and partially funded by the office of the Vice Chancellor for Academic Affairs. Faculty Development Release Time, Sabbatical leaves of absence and PNC Summer Research Grants are also part of the professional and development activities funded by the VCAA office. In addition, there are special purpose allocations such as the underwriting of the printing of conference proceedings and page charges. Your department chairperson can advise you on the proper forms to complete for requesting funding for faculty development activities. Before traveling, faculty should review the Purdue University North Central travel procedures and reimbursement limitations.
FEE REMISSION
Children of staff, spouse of staff, and spouse of official retirees
North Central campus:
Continuing Student $69.10* per credit hour
New Student $78.53* per credit hour
Children of staff attending West Lafayette full-time:
Continuing Student $1,202.00* per semester
New Student $1,465.00* per semester
*Children of staff, spouse of staff, and spouse of official retiree will be required to pay all applicable special fees including nonresident tuition, workshop fees, deposits, laboratory fees, and differential fees established for specific courses and programs. Children of staff who do not reside in the State of Indiana will also be charged nonresident tuition on all campuses if staff or official retiree is not paying income taxes to the State of Indiana. The maximum hours are seven per semester and four during the summer for spouse of staff and spouse of official retiree.
Bursar’s Office Form 15 "Application For Staff Child or Staff Spouse Fee Remission" is available in the Bursar’s Office (SWRZ 127) or on the Web at www.adpc.purdue.edu/Bursar/forms.htm. Form 15 is valid for five years at the West Lafayette campus. To receive benefits on the North Central campus NEW forms must be completed each Fall semester. The form is only valid for one academic year on our campus. Please return all completed forms to the PUNC Bursar’s Office, noting which campus will be attended.
Staff
Staff receiving fee remission benefits and attending classes at the North Central Campus:
Continuing Undergraduate Student $41.46* per credit hour
New Undergraduate Student $47.12* per credit hour
Continuing Graduate Student $51.72* per credit hour
New Graduate Student $57.38* per credit hour
*Staff member will be required to pay all special fees, deposits, workshop fees, and differential fees. The maximum hours are seven per semester and four during the summer.
PUNC Bursar’s Office Form 1 "Request for Approval of University Class Attendance and Fee Remission" is available in the Bursar’s Office. The form must be completed each semester.
ILLNESS/FAMILY ILLNESS/PERSONAL LEAVES/FUNERAL LEAVES
Time off for personal illness (and vacation for 12 mo faculty) varies with status and years of service. A Leave Form 33A is required for leaves of less than ten days. A Leave Form 33 is required for leaves exceeding 10 days. Diagnosis should not go on these forms. Faculty may use up to 10 days of personal illness for family illness in a fiscal year. Please contact Human Resources for leave balances and for illnesses exceeding 3 days for yourself or family members for information regarding FMLA (Family Medical Leave Act). Notify your Section Chair immediately when you must have time off for illness so that your classes and other responsibilities can be properly covered.
Faculty members are limited to three paid days for personal business per fiscal year. Paid Funeral leave is limited to three consecutive days for an immediate family member and one for the death of a relative.
OUTSIDE ACTIVITIES - PERMISSION TO ENGAGE IN
The regulations of the Trustees contain the following: "No employee of the University shall be permitted to engage in any business, employment or vocation; or to accept appointment to other positions of trust or responsibility, or otherwise divert his interest and attention from University duties without the consent of the President of the University." The regulations are understood to cover (1) connection with any business enterprise as owner, partner, officer, director, consultant, or agent; (2) connection with any public office either by election, appointment, or employment; (3) connection with any professional association, educational institution, or foundation as trustee, officer, lecturer, or representative. No member of the Faculty, Administrative or Professional staff of the University is permitted to engage in an outside activity unless prior approval has been obtained by filing a Form 32A\B (Application for Permission to Engage in an Outside Activity and/or disclosure of Potential Conflict of Interest) with the President of the University or his designee. The form is also used to report potential conflicts of interest as outlined in the Faculty Policy on Conflicts of Interest (see Exec. Memo. No. C-1, Compliance with New "Conflicts of Interest" Disclosure Requirements dated August 22, 1983 and Exec. Memo. C-39 dated October 25, 1995.) A Form 32A\B must be filed each year the employee is engaged in the outside activity.
PAYCHECK DISTRIBUTION
Faculty are generally paid in ten equal payments during the school year beginning Aug. 31 (Sept. 15 for new hires/lecturers/grads); the last business day each month except Dec. which is paid about Jan 2 and the last one about May 10 (graduation day). A list of distribution dates is sent to the faculty from Human Resources. Summer teaching assignments are paid bi-weekly for the duration of the class.
Paychecks are distributed as follows:
by direct deposit (strongly encouraged); your pay goes directly to your bank -- your pay stub will go through campus mail -- you may sign up in Human Resources
picked up by you in Human Resources beginning at 9a.m. on pay day -- remaining checks will be mailed through U.S. mail at 2 p.m. the next regular workday
picked up by designated section personnel and distributed from section office
upon request, mailed via U.S. mail to your home
Please inform Human Resources what method of distribution you would prefer. Unless otherwise instructed, final paycheck, each semester, will be mailed to your home.
PROMOTION AND TENURE
Tenure and promotion can only be awarded by the Board of Trustees of Purdue University upon the recommendation of the president of the University. The tasks of University faculty are to acquire, discover, appraise and disseminate knowledge. Faculty is to communicate this knowledge and the manner of its acquisition or discovery to their immediate community of students and scholars, to their profession, and to society at large. As an institution of higher education with a commitment to excellence and a diversity of missions, Purdue University values, learning, discovery, and engagement. To be considered for promotion, a faculty member should have demonstrated excellence in at least one or more of these areas. Tenure at Purdue University is a matter of policy and not a legal obligation binding on the University. It is the policy of the University to renew the appointments of those faculty members who have attained tenured status, subject always to the availability of funds, the continuance of activities in the area of employment, and the absence of circumstances which would otherwise entitle the University to terminate the faculty members appointment for cause. The expectations for the granting of tenure at PNC are the same as those for academic promotion. It is important to understand that tenure is a distinctly different and separate consideration and issue from promotion to a higher academic rank. In all cases, the awarding of tenure is concurrent with the awarding of a promotion to the rank of associate or full professor. In only rare cases can tenure be granted to a faculty member in an existing rank. At the time of employment, faculty members hired in tenure-track positions are given the Faculty Handbook for Academic Tenure and Promotion. During the first year of employment, faculty should work with their department chairperson on setting their promotion and tenure goals and the course that should be taken to attain these goals. SABBATICALS
As one of the major universities in the United States, Purdue University is concerned with the search for new knowledge and its transmission through teaching and service. In order to maintain and continue the high level of academic excellence necessary for this mission, it is important for the faculty to periodically update and strengthen their professional skills and horizons. A sound program of sabbatical leaves is thus of vital importance to the University in that it provides for this continued professional growth and new or renewed intellectual achievement through study, research, and writing. Any tenured member of the faculty of the University is eligible for consideration for a sabbatical leave. Normally only full-time service at professorial rank is counted for eligibility for a sabbatical. (Refer to Exec. Memo No. B-11, 11/16/84)
INDIVIDUALIZED TEACHING ASSIGNMENTS
From time to time faculty are approached by students and asked to supervise certain specialized courses not officially scheduled in order to meet individual student need. These courses tend to be customized learning experiences tailored to specific individual needs. They are manifested as reading and undergraduate research courses. Effective with the 1995 Fall semester, the value of these instructional services by faculty will be partially recognized through the establishment of individualized spending accounts within the Vice Chancellor for Academic Affairs' budget. Faculty accepting the responsibility for approved reading or undergraduate research courses which do not fulfill load or overload criteria will receive a spending account credit for each course they supervise. The course assignment must be designated as eligible for a spending account credit by the Vice Chancellor for Academic Affairs in consultation with the appropriate department chairperson, must take place during the fall or spring semesters and funding must be available. OFFICE HOURS
Full-time faculty are required to maintain regularly scheduled office hours each week during the semester as determined by Section need. Office hours are to be filed with the Section chairpersons by the end of the second week of classes. (At least 3 office hours per week during each regular semester and, if teaching, 2 hours during the summer session are suggested.)
OVERLOADS
Occasionally, full-time faculty may be asked by the department chairperson to teach an additional course on an overload basis. The course could be offered on the campus or at one of our off-campus sites. If a faculty member agrees to an overload assignment, they will be paid according to the most current stipend rates.
SUMMER TEACHING
Summer courses are offered to accommodate those students needing summer offerings. Due to budget considerations, there must be sufficient student demand to warrant the offering a summer course. Qualified full-time faculty are given preference for staffing summer courses. Those full-time faculty on fiscal year appointments are normally expected to teach two courses during the summer term as part of their assignment; ten month faculty are normally limited to one course during the summer for which they are paid ten percent of their base salaries for a three-hour course.
