Roy R. Fowles Ph.D. received Doctor of Philosophy Speech-Communication, University of Denver, Master of Social Work, University of Denver and a Bachelor of Science, University of Oregon. Dr. Fowles has over 30 years of professional human services experience in executive management, program and policy development, fund raising, clinical treatment, staff training and as a university instructor. Currently he is an Associate Professor of Social Work at Purdue University North Central. His previous experience includes Executive Director of a 55 bed not-for-profit residential treatment and counseling program for abused and neglected girls. Clinical Administrator of an in-patient hospital program for emotionally disturbed children. Assistant Professor of Human Services &Social Work. Private Practice Therapist. Administrative Social Worker for a comprehensive program serving developmentally disabled children and adults. Child and Adolescent Program Director in a private mental health clinic. Child and Family Clinical Therapist at the State Hospital and a Juvenile Probation Officer.
Graduated Sactions: A Model for Understanding, Predicting, and Intervening in Elementary School Conduct Problems.

The presentation is the application of the juvenile corrections concept of “Graduated Sanctions” to elementary school conduct problems found in school children (K-5). Data accumulated from a random sample of elementary schools in a Northwest Indiana school district are presented. The application of Graduated Sanctions concepts and school data reveal relationships between conduct problems and various risk and protective factors in the child, family and school environment. Recommendations for predicting and anticipating problem students (K-5) and individual and system level interventions to reduce the number and intensity of conduct problems are presented and discussed.
