APSAC - Bylaws

ADMINISTRATIVE AND PROFESSIONAL STAFF
ADVISORY COMMITTEE

At Purdue University North Central, the opinions and advice
of all employees are valued. In order to provide a formal mechanism permitting members of the administrative and professional staff a way to provide effective advice and counsel to the Chancellor, an organization known as the Administrative and Professional Staff Advisory Committee (APSAC) has been established. (See Administrative Memorandum No. 7-93, dated November 15, 1993.) These bylaws shall govern the actions of that committee and the conduct of its business.

I. PURPOSES AND RESPONSIBILITY OF THE COMMITTEE

A. To provide members of the administrative and
professional staff representative participation in the formulation or change of policies affecting conditions
of employment.

B. To provide an effective means of communication between the administrative and professional staff and the campus administration.

C. To act in an advisory capacity to the campus administration and to make recommendations regarding personnel policies, staff benefits, or other issues of interest to A/P staff and/or campus administration.

D. To carry out other assignments as directed by the Chancellor.

II. MEMBERSHIP

A. The Committee shall consist of five members.

B. Members of the Committee shall be chosen as follows:

1. Employees of the North Central Campus meeting the university criteria for classification as administrative or professional staff and employed on at least a .5 FTE basis shall be eligible to participate in the election of the members of the committee.

2. Any member of the administrative and professional staff eligible to vote in the election of members of the committee will be eligible to serve on the committee.

3. Four members at-large shall be elected to the Committee by the eligible administrative and professional staff.

C. Nominations for election will be sought in September from all eligible administrative and professional staff members in any year in which it is necessary to fill vacancies for officially expired terms. Nominees will be contacted by the Committee to determine their willingness to serve before names will be placed on the ballot. Elections will be conducted on or about November 1. Election is by simple majority; all eligible A/P staff members may vote for nominees.

D. Election to the Committee is for a three-year term beginning January 1 and ending December 31 of the third year.

E. When a vacancy occurs before a term officially expires, the Committee will conduct a special election to fill the vacancy.

III. COMMITTEE ACTIVITIES

A. The Committee shall serve as an advisory group as defined above.

B. A Chair, Secretary, and West Lafayette representative will be elected by the Committee at its January meeting.

C. The Chair may appoint standing or ad hoc special committees to make recommendations to the Chancellor.

D. Resource personnel may be called upon to provide information to the Committee.

E. Meetings shall be called at reasonable times and places. Minutes of all meetings will be maintained and made available to all administrative and professional staff members. Attendance is expected at all meetings.

F. At least one open meeting with all administrative and professional staff at the North Central Campus.

G. Conduct elections as described in Section II above.

H. The committee will recommend one of the committee members to be the representative to the university system-wide Administrative and Professional Staff Advisory Committee.

IV. ORIGINATION OF MATTERS FROM COMMITTEE ACTION

Any member of the campus community may present a matter for discussion or action by contacting any members of the Committee.

V. AMENDMENT OF BYLAWS

The Bylaws can be amended by a majority vote of the members of the Committee. All proposed changes in the bylaws must be provided to the members of the administrative and professional staff at least two weeks in advance of the meeting at which the vote is taken. All changes in the bylaws are subject to approval by the Chancellor.
